Due to the public pressure initiated by the Lennart Henriksson interview and probably even more increased by the unsatisfactory results of the Hirschfeldt inquiry, the Swedish Government decided to have a sinking study carried out by scientist of the highest qualification in Naval Architecture in Europe. After a respective tender procedure performed by the governmental agency VINNOVA, it was decided that the study should be made by two consortia, viz.
1. The International Consortium
consisting of,
the Swedish SSPA, the ship-safety subsidiary of the Chalmers University, Gothenborg.
the English Safety-at-Sea company, the ship-safety subsidiary of the Strathclyde University, Glasgow.
the Maritime Research Institute Netherlands MARIN, Wageningen.

The two independent studies are to be completed by the end of March 2008 and the objectives are to establish
(a) Why did the “Estonia” sink?
(b) How did the “Estonia” sink?
The consortia commenced their work in March 2006. It remains to be seen what the scientists will find out, but we do have high hopes that the sinking scenario will now finally be established and thereby question (b) answered. The budget for both consortia is below Euros one million, which is not very much for such a widegoing investigation.
